Nested Communities: The Implications of a Changing CARICOM for St. Kitts & Nevis

St. Kitts and Nevis is a Member State of the three main regional organisations in the Caribbean: the Organisation of Eastern Caribbean States, the Caribbean Community and Common Market and the Association of Caribbean States. Each organisation's treaty creates rights and duties for member states, and the three organisations attempt to harmonise their obligations so as to prevent conflict. But recent amendments to the Treaty of Chaguaramas, including the creation of a future Caribbean Court of Justice, may create interesting dilemmas for small island states such as St. Kitts and Nevis. This paper will raise questions about potential competing obligations under the various arrangements as well as their implications for St. Kitts and Nevis.
